Dr. Samuel Hu is one of the founders of Chief Capital Ltd. and holds a corporate finance license issued by the Hong Kong Securities and Exchange Commission. He holds a masters of science and a doctorate in Management and Engineering, and has served as a visiting scholar at Concordia University in Canada.
Before 1994, he was an international finance professor, vice department director, and researcher at the Tianjin University School of Management. During this time he was highly active in state academic projects; Dr. Hu published three international finance texts that were awarded a national-level 2nd prize for research, a provincial-level 1st prize, and a provincial-level advanced personal prize. Additionally, Dr. Hu was selected by the Chinese Academy of Social Sciences to the Chinese Expert Database, the Who’s Who of Chinese intellectuals. He still serves as a part-time adjunct professor for Tianjin University.
Since 1994, Dr. Hu has been a professional leader in the Chinese finance industry. Up until 2003, he worked in Hong Kong’s finance industry. While there, he developed a keen feel for finance in China: he assisted numerous corporate reorganizations for Chinese companies, led M&As and financings, served on the board of many Chinese funds, and also was a managing director for a financial firm.
Dr. Samuel Hu joined Chief Capital Group in 2003, founding Chief Capital Ltd. at the same time. During this time he has led Chief in listing 5 Chinese companies in overseas markets and raising over $100 million. As a result, Chief has become a respected leader and mentor to Chinese companies that seek public listings and capital from overseas markets.
Additionally, Dr. Hu established the investment and asset management units of Chief Capital Ltd. He servces on the board of directors of these related units in addition to being the president of Chief Capital Ltd.
Qian Su - Managing Director
Ms. Su is a graduate from Peking University with major in Finance, as well as a graduate of the Chinese University of Hong Kong with major in economics. She is a Chartered Financial Analyst and licensed with the HKSEC for corporate finance and security and futures trading.
In June 2006, she joined Chief Capital Ltd. and has served as the general manager’s assistant, a vice general manger and is currently a managing director. She was a successful part in the Dalian Chuming and Dalian Rino PIPE-RTO transactions in 2007.
Chen Yanhui - Executive Vice President
Ms. Chen is a graduate of Hangzhou Electronics School of Economics with a degree in accounting. Ms. Chen’s experience in financial management of Chinese enterprises, analysis of financial data, analysis of project investment, and international accounting standards are key to our deals.
She has more than ten years of experience in finance, having worked for these large Chinese enterprises: Shen Zhonghua, Guodu Group, Founder Hi-Tech, and China Merchant’s Bank. She has acted as the financial advisor for listings and participated in the planning of listing and financing for a number of enterprises. She worked on Guodu Group (Shenzhen) Co., LTD’s proposed listing on HK main board, Shanghai Jiashi’s proposed listing on HK main board, and the listing on OTCBB of Dalian Fushi Bimetallic Group (FSIN), Shandong lvrun (ALRC), Beijing Gas (SGAS), Wuhan Blower (WUHN), Dalian RINO (UNTF) and Dalian Chuming(ENHD).
Chief Capital relies on her knowledge of GAAP, IFRS, Chinese Accounting Standards, and Chinese Company and Tax Law.
Liu Xianfang - Vice President
Ms. Liu has degrees in English Language and Law and good knowledge of laws and regulations related to companies, finance and the stock market. Ms. Liu has rich experience in corporate finance, corporate law affairs and corporate legal restructuring in the process of going public.
Ms Liu started to work with a famous venture capital in 2003, participating in an equity financing project of software company. From 2003 to 2004, Ms Liu was serving in the Corporate Finance Department of Dichain Holding Limited in Shenzhen, which was one of the few non-state owned companies that undertook financing and listed in the overseas market by way of reverse merger. From 2004 to early half of 2006, Ms Liu was serving in the Secretariat of Board of Directors and IR Department of Chiwan Wharf Holdings Limited (CWH), which is a listed company in Shenzhen Stock Exchange mainland China. Ms Liu was in charge of press release and IR management. She was a key member of the program of Share Merger Reform of CWH commenced in 2005. Ms. Liu joined in Chief Capital in July 2006.
Sean Cao - Regional Manager
Mr. Cao joined Chief Capital in 2005 as a project manger. Previously he worked as an assistant manager for China Railways. His intimate involvement in numerous past transactions in Chief has equipped him a through understanding of the capital market in China. He is a 2006 cum laude graduate of Southwest Petroleum University, China with a M.A. in Financial Management.
ZHANG Songtao - Project Manager
Mr.Zhang holds a Master’s degree in finance from Loughborough University in the UK, and is also a business graduate from the University of Central Lancashire.
Mr.Zhang joined Chief Capital in 2009. With good knowledge of worldwide capital markets, numerous connections with investors and deep understanding in investment, auditing and legal organizations’ operations, Mr.Zhang participated the oversea financing works for a multibillion yuan project, and is currently working on listing for a hospital.

Victor Tsang Project Manager
Mr. Tsang graduated from Fudan University with a master degree of economics in 2006. Before joined in Chief Capital Ltd. in 2008, Mr. Tsang had worked in Shanghai Municipal Development & Reform Commission attached research institution, forecasting macroeconomics for the municipal government.
Serving as a project manager in Chief Capital, Mr. Tsang is in charge of an oversea listing project for a private company specializing in clean energy, and plays important roles in several listing projects at the same time.
Mr. Tsang has published finance paper of Economics drive for the development of modern capital structure theory in Chinese core journal, and coauthored Cultural Marketing in Modern Enterprises and Human Resources Management for Life Insurance Companies, for China Insurance Regulatory Commission (CIRC).
